If you are wanting the Court to take action and issue an Order, you must do so by filing a Motion with a Proposed Order for the judge to sign.  If you are just wanting to make the judge aware of something without the Court taking action, you can do so by filing a Notice of Filing (no Order will be issued).  Correspondence/Letters do not provide the Court with a proper filing and these may not get seen by the judge and cannot be used for ruling.
